Cybersecurity Program Manager Location: Reston, Virginia Work Model: Hybrid — three days onsite Compensation: $165,000–$205,000 Clearance: Active TS/SCI Experience: 8+ years Methodology: Agile / SAFe Job Summary A federal technology contractor is seeking a Cybersecurity Program Manager to lead the delivery of cybersecurity initiatives supporting a mission-critical Intelligence Community program. This role sits at the intersection of cybersecurity, Agile delivery and government-program execution. The Cybersecurity Program Manager will coordinate multiple technical workstreams, including vulnerability management, RMF and authorization, cloud security, security operations and infrastructure modernization. The successful candidate will work directly with government stakeholders, technical leads, product owners and cybersecurity teams to establish priorities, manage delivery risks and ensure that security capabilities move from planning through implementation. This is not a purely administrative project-management role. The Program Manager must understand cybersecurity terminology, dependencies and compliance requirements well enough to challenge assumptions, identify risks and communicate credibly with both engineers and senior government leaders. What You’ll Do Lead the planning and execution of multiple cybersecurity workstreams. Manage program scope, schedules, milestones, deliverables and dependencies. Facilitate Agile ceremonies, including sprint planning, backlog refinement, stand-ups, reviews and retrospectives. Partner with product owners and technical leads to develop and prioritize the program backlog. Translate government mission objectives into actionable technical plans. Coordinate cybersecurity, engineering, cloud, infrastructure and compliance teams. Track vulnerabilities, remediation activities, RMF milestones and authorization dependencies. Identify delivery risks, technical blockers and resource constraints. Create program dashboards, status reports, roadmaps and executive briefings. Monitor sprint performance, program metrics and delivery commitments. Communicate program health to government customers and contractor leadership. Ensure technical work aligns with contract requirements and security standards. Lead integrated planning across multiple teams and stakeholders. Support staffing, resource allocation and performance management. Drive decisions and follow-through in a complex, fast-moving environment. Required Qualifications Active, fully adjudicated TS/SCI clearance. Eight or more years of experience supporting cybersecurity, IT or technical programs. Four or more years of program or project-management experience. Demonstrated experience leading Agile software, cybersecurity or infrastructure teams. Working knowledge of cybersecurity operations, RMF, vulnerability management or security engineering. Experience managing schedules, risks, dependencies and technical deliverables. Experience developing and maintaining product or program backlogs. Ability to communicate effectively with engineers, executives and government customers. Experience supporting Intelligence Community, Department of Defense or another federal customer. Proficiency with Jira, Confluence or similar Agile delivery tools. Ability to work onsite in Reston three days per week. U.S. citizenship. Strongly Preferred PMP certification. Certified ScrumMaster, PMI-ACP, SAFe Agilist or comparable Agile certification. Experience operating in a SAFe environment. Experience managing multiple Agile teams or technical workstreams. Familiarity with RMF, NIST 800-53, ATOs and POA&Ms. Experience overseeing vulnerability remediation or cyber-risk programs. Experience building program dashboards and briefing senior government leadership. Knowledge of cloud-security or DevSecOps programs. Experience with contract deliverables, staffing and financial performance. Nice to Have Current TS/SCI with a CI or Full-Scope Polygraph. CISSP, Security+ or another cybersecurity certification. Release Train Engineer or Scrum-of-Scrums experience. Experience supporting security operations or incident-response teams. AWS, Azure or government cloud experience. Familiarity with Zero Trust initiatives. Experience with ServiceNow, eMASS, Power BI or Tableau. Previous hands-on experience in cybersecurity, systems engineering or IT operations. Experience supporting proposal development or program growth. Ideal Candidate The ideal candidate is an experienced technical program leader who understands both Agile delivery and cybersecurity. They have led multidisciplinary teams responsible for delivering complex cyber capabilities in a cleared federal environment. They can facilitate sprint planning in the morning, resolve a dependency between engineering and RMF teams in the afternoon, and confidently brief government leadership on program risk the same day. They understand that Agile is more than holding ceremonies. They know how to create accountability, manage a meaningful backlog, measure progress and adjust priorities when mission requirements change. This person does not need to be the team’s deepest security engineer, but they must understand cybersecurity well enough to distinguish a genuine technical blocker from an execution problem. They are organized, decisive and comfortable leading through ambiguity without becoming overly process-driven. Adjacent Backgrounds We’ll Consider Technical Program Managers who have led cloud, DevSecOps or infrastructure-modernization programs with significant cybersecurity requirements. Agile Delivery Leads or Release Train Engineers ready to take ownership of a complete cybersecurity program. Cybersecurity Project Managers prepared to step into broader program responsibility. Former cybersecurity engineers, ISSMs or systems engineers who have moved into program leadership. Military cyber or communications leaders with strong delivery and stakeholder-management experience.
