Technical Program Manager III for Target Effect Pairing (TEP), a USPACOM AI-enabled decision support capability. You own the product backlog, roadmap, and agile delivery across a small, distributed team while managing government acceptance milestones and multi-stakeholder coordination.
What you'll do
- Own the product backlog, translate mission requirements into executable roadmaps, and set priorities balancing operational value, technical dependencies, risk, and team capacity
- Establish and maintain agreed acceptance criteria with government stakeholders before work begins, ensuring each increment ties to a milestone with visible dependencies and clear ownership
- Run the team's agile practice across two locations (Honolulu and NCR), conducting refinement, planning, reviews, and retrospectives while ensuring blockers are cleared within the sprint they appear
- Deliver complete contract increments that pass first-pass government acceptance reviews, with working software demonstrations that show operational impact rather than relying on status reports
- Communicate milestone risks early to government leadership with options, and frame stakeholder decisions clearly enough for Joint Staff and USPACOM to act
- Build a self-sustaining delivery practice by month six where the team runs ceremonies and maintains forecasting accuracy without your direct intervention
Mission
TEP is a Joint Fires capability built on Maven Smart System for the Department of War's Chief Data and Artificial Intelligence Office (CDAO). It provides commanders with explainable, auditable AI recommendations for fires decisions. The program operates under strict milestone-based acceptance criteria with USPACOM and Joint Staff oversight.
